Tape Splicer photography from yesteryear.

I think this is a tape or film splicer.

It measures 5.3cm x 7.9cm. The cream cutter is missing one rivet (or whatever they are called) in the base and has some damage to the plastic section. There is surface rust. Please study the photos for the condition of the cutter and surface.
